Digital Delivery Center- Noida (Center for Digital Health Innovation)

Role Summary :

- Own end-to-end delivery for multi-program healthcare software portfolios serving the U.S providers, payers, and healthcare ISVs.

- Convert CMS/ONC/TEFCA requirements into clear roadmaps; orchestrate engineering, EHR integrations, data platforms, and release governance to ship secure, reliable products that measurably improve patient, clinician, and payer outcomes.

Core Responsibilities :

Delivery, Governance & Commercials :

- Build and Accelerate ScaleHealthTechs offshore delivery capability, focusing on US-based Health Systems, Health Plans, and ISVs

- Establish KPIs/OKRs, drive utilisation, margin, forecasting, and P&L hygiene

- Be a key leader in the CIO discussion, understand customers challenges, come up with a hypothesis, business use case that solves customers problems

- Own end-to-end delivery responsibilities opportunity identification, use case formulation, pre-sales, proposal submission, closure, delivery, team recruitment, customer satisfaction

Candidate should have strong experience and background across the following, but not limited to : -

Product & Domain Leadership :

- Patient Engagement / Digital Front Door : portals, telehealth, self-scheduling, check-in, messaging/SMS, RPM, billing & payments

- Population Health & Care Management : risk stratification, registries, care plans, gaps-in-care, HEDIS/MIPS/Stars, SDoH & closed-loop referrals

- Clinical & Operational Apps : orders/results, documentation/CDS, eRx, peri-op, imaging, throughput/bed mgmt, clinician experience

- Payer/RCM & UM : eligibility/benefits, prior auth (medical & pharmacy), claims (837/835), COB, provider data mgmt, utilization review

- Interoperability Products : FHIR R4/R5 & Bulk, SMART-on-FHIR apps, ADT/eventing, QHIN/HIE connectivity, HL7 v2 and X12 EDI gateways

EHR & Integration Expertise :

- Epic : Cadence, Prelude/ADT, Resolute PB/HB, EpicCare IP/AMB, MyChart; Interconnect & FHIR/SMART; Bridges/Cloverleaf/Rhapsody/Mirth

- Cerner / Oracle Health : Millennium/PowerChart workflows, RevCycle; Ignite APIs/FHIR, OpenEngines HL7; CareAware, MPages

- Other ecosystems : MEDITECH, Allscripts/Altera, athenahealth; LIS/RIS/PACS; device/IoMT; payer platforms; Carequality/CommonWell

- Lead interface-platform strategy, canonical data models/mappings, monitoring/alerting, replay/error handling, cutovers & versioning

Healthcare Data & Analytics :

- Architect HIPAA-grade EDW/data lakes (Snowflake/Databricks/BigQuery), streaming (Kafka/Kinesis), semantic layers (dbt/LookML)

- FHIR-native stores, C-CDA ingestion, OMOP/CDM; terminology (SNOMED CT, LOINC, RxNorm, ICD-10, CPT/HCPCS); EMPI & tokenization

- Analytics & ML : quality/cost-of-care dashboards, HCC risk, PA cycle analytics, throughput/OR block, NLP on notes; robust MLOps for PHI

- Data governance : lineage, catalog, role-based access, auditability, retention; SOC 2/HITRUST-aligned controls

Regulatory Alignment & Security :

- Operationalize CMS Interoperability & Patient Access and CMS Prior Authorization (Provider Access API, Prior Auth API, Payer-to-Payer)

- Plan/execute TEFCA readiness (QHIN connectivity, Common Agreement/QTF updates)

- Embed HIPAA Security & Privacy Rule controls in SDLC; coordinate risk assessments, vulnerability management, incident response, DR

Engineering Excellence :

- Scale Agile/SAFe, CI/CD, DevSecOps, trunk-based development; SRE with SLOs & error budgets

- Establish reference architectures for FHIR APIs, eventing, data pipelines, and zero-trust security

- Drive test automation, non-prod parity, performance/chaos testing, and release/runbooks

Client Leadership & Growth :

- Executive stakeholder management (CIO/CMIO/CNIO/CDO/CFO); roadmap co-creation, value cases, and outcomes storytelling

- Pre-sales & solutioning : RFPs, estimates, SOWs, transition-in plans; partner/EHR vendor orchestration

People & Operating Model :

- Build offshore/near-shore CoEs (AI/ FHIR/HL7/EDI guilds, data/cloud/platform CoEs); mentor EMs/SDMs; succession plans

- Follow-the-sun with U.S teams; strong comms hygiene, meeting cadences, and documentation standards

Qualifications

- 15+ years in the US healthtech space; 710+ years leading offshore delivery at scale for U.S providers/payers/ISVs

- Proven delivery across Patient Engagement and Population Health, Prior Auth/UM, RCM/Claims, Care Mgmt, Telehealth/RPM, Clinical Documentation/CDS

- Deep hands-on with Epic and Cerner/Oracle Health workflows & integrations; comfort with environment mgmt and vendor governance

- Expertise in FHIR/HL7/X12 integration and HIPAA-compliant data/analytics platforms

- Executive-level communication and value narrative; strong financial acumen (margin/utilization/forecasting)

Nice to Have :

- HITRUST/SOC2 leadership; payer data standards (e.g, CARIN, Da Vinci) and QHIN/HIE rollouts

- Cloud certifications (AWS/Azure/GCP); experience with Snowflake/Databricks/BigQuery

- GenAI/ML guardrails for PHI, evaluation frameworks, and ethical AI in clinical/RCM contexts
