About the role:

Excelacom is hiring a Technical Delivery Manager to drive engineering delivery for our cloud-native, AI-first BOSS (Business & Operation Support System) platform. You will own the delivery of platform releases across a seven-layer microservices stack from infrastructure and data through core BSS/OSS services, AI & intelligence fabric, orchestration, gateway, and digital channels and partner with Architects, Principal Engineers, Product Management, SRE, and Security to ship platform capabilities customers run in production at scale.

This is a senior, technically credible role for someone who has shipped real software at scale, can hold their own in an architecture review, and can turn a roadmap, a set of ADRs, and a backlog of cross-layer dependencies into a predictable release cadence. You are the person who makes the engineering org's commitments real.

Why this role is different:

- Real product, real scale. The platform you help deliver is a cloud-native AI-first BSS/OSS stack serving communications service providers not a slideware roadmap.

- Technical credibility expected. You will read ADRs, push back on estimates, and challenge designs constructively. We hire delivery managers who can hold a technical conversation, not facilitate one from the outside.

- AI-first delivery. GenAI and agentic tooling are embedded in our SDLC test generation, code review, requirements analysis, deployment automation. You will help expand that.

- Path to leadership. Strong performance opens the door to Head of Delivery and Director of Engineering Operations as the platform org scales.

What you will do:

1. Platform release & roadmap delivery:

- Own end-to-end delivery of platform releases across the 7-layer BOSS stack infrastructure (L1), data (L2), AI fabric (L3), core BSS/OSS microservices (L4), orchestration (L5), edge gateway (L6), and digital channels (L7).

- Partner with Product Management and the Platform Architect to convert the multi-quarter roadmap into executable release plans with honest capacity, clear acceptance criteria, and realistic dates.

- Run release trains across multiple engineering squads: PI planning, sprint cadence, version planning, code freezes, regression cycles, and go/no-go decisions.

- Own cross-layer dependency management keeping L4 service work, L3 AI fabric integration, L5 orchestration changes, and L2 schema evolution synchronized to the same release.

- Drive Open API conformance gates making the Conformance Test Kit (CTK) a per-release gate, not a quarterly scramble.

2. Technical leadership & cross-team coordination:

- Coordinate across Principal Engineers, the BOSS Platform Architect, Engineering Managers, SRE, Security, and Product. Surface dependencies and resolve them don't just track them.

- Read and reason about ADRs, design docs, and engineering trade-offs. Bring delivery realities (capacity, sequencing, blast radius) into architecture decisions early.

- Govern AI fabric delivery MCP tool registrations, LLM integration changes, agentic workflow updates, SVA deployment readiness with the same rigor as any other release-impacting change.

- Lead incident response and post-mortems for delivery-impacting issues across the stack: distributed trace investigation, multi-service correlation, and durable corrective actions.

- Embed GenAI and automation deeper into the SDLC (test generation, contract tests, change-risk analysis, deploy validation) to compress cycle time and lift quality.

3. Delivery health & engineering metrics:

- Own the engineering delivery metrics that matter: DORA four (deployment frequency, lead time, change failure rate, MTTR), release predictability, cycle time, defect escape, and API conformance pass rate on first submission.

- Track platform SLOs and error budget consumption alongside delivery when a service is burning budget, slow down feature delivery on it; when it's healthy, accelerate.

- Forecast capacity against the roadmap and signal early when commitments don't fit to PM, to leadership, to the team. No surprises.

- Drive year-on-year efficiency in the delivery system tooling, automation, process without burning the team out.

4. Conformance, compliance & quality gates:

- Govern Open API conformance per release map each new or changed service to its component definition, schedule certification, and chase down conformance failures.

- Partner with Security on SSDLC quality gates: threat modeling for new services, SAST/DAST in CI, zero critical/high findings escaping to production.

- Coordinate compliance evidence collection for SOC 2, PCI DSS, ISO 27001, and GDPR audits release notes, change records, access reviews, deploy approvals.

- Own deployment governance every change deployed via ArgoCD, every rollback documented, every production incident traceable to a change.

5. People and culture:

- Build and lead a delivery function across the platform org: release managers, scrum masters, and technical program managers.

- Own career management for direct reports: goal setting, coaching, performance reviews, and growth planning.

- Shape an engineering culture that takes quality and predictability seriously, ships frequently, and is honest about what's working and what isn't.

What you bring:

1. Must-haves:

- 1014+ years in software engineering, technical program management, release management, or engineering management at least 5 in a hands-on delivery leadership role at a product software company.

- Engineering background you can stand on you have written production code or shipped systems yourself before moving into delivery leadership. We will ask about it.

- Track record owning multi-team release delivery against a roadmap in a microservices, event-driven, or distributed-systems environment with measurable predictability and quality.

- Deep fluency with modern delivery practices: Agile/Scrum, scaled frameworks (SAFe or equivalent), CI/CD, DevOps, SRE, GitOps.

- Working knowledge of the modern cloud-native stack: Kubernetes, containers, Kafka or another event bus, service mesh concepts, and at least one of AWS, Azure, or GCP.

- Comfort with engineering delivery metrics DORA four, SLOs and error budgets, predictability, cycle time, defect escape and the judgment to know when a number is lying.

- Strong cross-functional partnership skills with Product, Engineering, QA, UX, SRE, and Security. You build trust by being technically credible and reliably predictable.

- Fluency with the modern toolchain: JIRA, Confluence, GitHub or GitLab, ArgoCD or equivalent, observability stacks (Prometheus/Grafana/Jaeger/OpenTelemetry).

- Curiosity and appetite to go deep on a new industry domain we will invest in your telecom and BSS/OSS ramp-up if you bring the delivery and technical chops.

- Bachelor's degree in Computer Science, Engineering, or a related field (or equivalent experience).

2. A plus, not required:

- Telecom BSS/OSS experience domain familiarity with provisioning, ordering, billing, mediation, inventory, fault, or performance management.

- Working knowledge of industry open architecture frameworks: process model, SID data model, Open API specifications, Conformance Test Kit.

- Experience delivering AI/ML or LLM-integrated systems model integration, agentic workflows, MCP servers/clients, vector databases, AI governance.

- Hands-on familiarity with Kafka schema governance, Istio service mesh, OPA policy authoring, HashiCorp Vault, or graph databases (Neo4j) at the design level.

- Experience embedding GenAI tooling into the SDLC Copilot-class assistants, test generation, change-risk analysis, deploy validation.

- CSM, CSPO, SAFe Practice Consultant (SPC), PMP, or equivalent plus a cloud certification (CKA/CKAD or AWS/Azure/GCP Professional Architect) is welcome but not required.

- Experience shaping engineering org-wide standards: release governance, conformance programs, incident management, or DORA-based performance frameworks.

- Distributed-team fluency. You've led teams across at least two time zones and know what that actually costs.
