Position Summary
We are seeking a highly skilled Oracle HCM Technical Program Manager (TPM) with strong expertise in Core HR, Payroll, and Oracle Recruiting Cloud (ORC) to lead the planning, execution, and delivery of complex HR technology initiatives.
This role owns the end-to-end lifecycle of Oracle Recruiting Cloud programs, including enhancements, integrations, upgrades, and cross-functional process improvements. The TPM will serve as the strategic bridge between HR, IT, implementation partners, and business stakeholders, ensuring scalable, secure, and high-quality Oracle HCM solutions that support global talent acquisition and workforce management needs.
Key Responsibilities :
Program & Delivery Management :
- Lead and manage Oracle HCM Cloud programs and projects, with primary focus on Oracle Recruiting Cloud (ORC).
- Own the full project lifecycle including planning, execution, risk management, delivery, and post-go-live support.
- Manage project scope, timelines, budgets, dependencies, and resource allocation.
- Drive governance, status reporting, milestone tracking, and executive communication.
Technical & Integration Management :
- Partner with technical teams to manage integrations between Oracle Recruiting Cloud and Core HR, Payroll, and other HCM modules.
- Oversee integrations with ATS extensions, job boards, background verification systems, and third-party vendors.
- Review and validate integration designs, data flows, and API/REST-based integrations.
- Coordinate defect triage, root-cause analysis, and issue resolution across ORC and cross-module HCM issues.
- Ensure adherence to Oracle best practices, security standards, and data privacy requirements.
Stakeholder & Vendor Management :
- Act as the primary liaison between HR business leaders, IT teams, implementation partners, and vendors.
- Translate business requirements into clear technical and functional deliverables.
- Facilitate cross-functional workshops, design reviews, and steering committee meetings.
- Manage vendor performance, deliverables, and escalations.
Required Qualifications :
- Bachelors degree in Information Systems, HR Technology, Computer Science, Business, or a related field.
- 10+ years of experience in Program Management, Project Management, or HRIS leadership roles.
- 4+ years of hands-on experience with Oracle Recruiting Cloud (ORC), including implementations and/or production support.
- Strong working knowledge of Oracle HCM Cloud modules, especially:
- Core HR
- Payroll
- Recruiting Cloud
- Solid understanding of HR business processes and talent acquisition workflows.
- Proven experience managing complex integrations and multi-vendor environments.
- Strong communication, leadership, and stakeholder management skills.
Preferred / Nice to Have :
- Experience with global Oracle HCM implementations
- Exposure to Agile / Hybrid delivery models
- Oracle HCM Cloud certifications
- Experience working in large enterprise or global HR environments
