Role Overview :

We are seeking a highly skilled Oracle HCM Cloud Benefits Developer with strong technical expertise and functional domain knowledge. In this role, you will lead the design, development, configuration, testing, and deployment of Oracle Fusion Benefits solutions. You will be responsible for creating complex Fast Formulas, building inbound/outbound integrations with third-party benefit carriers using Oracle Integration Cloud (OIC) / HDL, writing custom SQL/BI Publisher reports, and managing annual Open Enrollment processes.

Key Responsibilities :

Technical Development & Customization :

- Fast Formula Engineering : Write, test, and optimize complex Oracle Fast Formulas (e.g., Coverage Calculation, Rate/Element Calculation, Person Selection, Eligibility, Life Event Processing).

- Integrations : Design, build, and maintain benefit carrier outbound interfaces (834 EDI files, custom flat files) and inbound payroll deduction files using OIC, HCM Extracts, and HDL (HCM Data Loader).

- Analytics & Reporting : Develop custom OTBI analyses and BI Publisher reports (SQL-based) for carrier reconciliation, audit tracking, and executive benefit summaries.

- Extensibility : Implement custom business rules, page modifications, and approval workflows using Visual Builder Studio (VB Studio) and HCM Experience Design Studio.

Functional Configuration & Administration :

- Configure and maintain benefit structures : Benefit Groups, Programs, Plans, Plan Types, Options, Coverage/Rate Matrices, and Life Events.

- Manage end-to-end Open Enrollment (OE) lifecycles, including setup, readiness testing, communication generation, batch processing, and post-OE reconciliation.

- Configure enrollment rules, eligibility profiles, action items, waiting periods, and flex credit rules.

Support, Upgrades & Governance :

- Provide Tier-3 technical support for complex benefits production issues, batch processing failures, and data discrepancies.

- Evaluate Quarterly Oracle Cloud Release Updates (24A, 24B, etc.), analyze impact on custom Fast Formulas/integrations, and conduct regression testing.

- Ensure compliance with regulations (e.g., ACA, HIPAA, COBRA, ERISA) through precise report and data model designs.

Required Technical Skills :

- Core Modules : Oracle Fusion Cloud Benefits (Required), Core HR, Global Payroll (Interfacing), Absence Management.

- Logic & Scripting : Advanced Oracle Fast Formulas (Writing complex PL/SQL-like syntax for dynamic rates, coverages, and eligibility).

- Data Tools : HCM Data Loader (HDL), HCM Spreadsheet Data Loader (HSDL), Payroll Batch Loader (PBL).

- Reporting & SQL : Oracle BI Publisher (Complex SQL queries, XML, eText templates for 834 EDI files), OTBI (Oracle Transactional Business Intelligence).

- Integration : Oracle Integration Cloud (OIC), HCM Extracts, REST / SOAP Web Services, Webhooks.

- Database : Strong proficiency in Oracle SQL, PL/SQL fundamentals, data structures, and database schema mappings in Cloud HCM.

- Automation & UI : HCM Experience Design Studio, Oracle Visual Builder (VB Studio) for page extensions.

Required Qualifications & Experience :

- Bachelors Degree in Computer Science, Information Technology, Human Resources, or related field.

- 5+ years of hands-on technical experience with Oracle HCM Cloud (Fusion), with at least 3+ years dedicated to Oracle Cloud Benefits.

- Proven track record of executing at least two full-lifecycle Open Enrollment cycles in Oracle Cloud HCM Benefits.

- Expert knowledge of US/Global benefits concepts (Medical, Dental, Vision, 401k, HSA/FSA, Disability, Life Insurance, Cobra, ACA).

- Ability to troubleshoot complex SQL queries, Fast Formula compilation errors, and HCM Extract failures.

Preferred Qualifications :

- Oracle Cloud HCM Benefits Certified Implementation Specialist credential.

- Experience with 834 EDI benefits enrollment file specs and third-party vendor setups (e.g., Fidelity, ADP, Aetna, Cigna).

- Familiarity with OIC (Oracle Integration Cloud) orchestration flow building for HCM.
