Role : Program Director (PD)- Expert 1
Program Director would be responsible to the ADG-PMU and will execute the task assigned to him/her in managing through monitoring and review of all the ICT initiatives for DG Systems, Income Tax Department. Key responsibilities to include, but not limited to, the following :
Role Responsibilities :
- The PD shall lead the team of different skill sets to achieve the common goals and objectives.
- Program Director shall advise the ADG-PMU on the tasks assigned to him/her in the area of ICT initiatives upgrade/enhancement on existing initiatives, monitor the implementation of identified initiatives and ensuring the outcome aligns with the identified objective.
- Identify continuously the risks, propose/assess and follow-up mitigation measures; risks shall include quality risks, project management risks for example risks of project delays as compared to plan, cost overrun and any other risks to the program in meeting the desired outcome.
- Program Director would attend various review / coordination meetings across the stakeholder ecosystem.
- Program Director would be required to take a holistic view of all the ICT programs running in the Department, identify inefficiencies, if any, suggest remedial measures and monitor the implementation.
- Program Director would be responsible for mentoring and managing his/her team, resolve people issues and people development.
- Program Director would be required to ensure all vendor deliverables are appropriately reviewed, feedback provided, and closure of feedback is achieved.
- Monitoring the service level agreements and vendor compliance on SLAs through the reports furnished by the module owner.
- Ensuring adherence to quality, monitoring User Acceptance Testing, managing closure of UAT issues with the vendors and continuous monitoring of vendor timelines through the reports furnished by the module owner.
- Recommendations on audit plan based on the audit strategy, define the framework of the audit, managing the audit process.
- Monitoring any transition activity through reports furnished by the module owner.
- Attend review/ progress/ issue resolution meetings with various stakeholders.
- Monitoring change and release management.
- Setting up of KPIs for various ICT partners/ programs.
- Regular reporting to the ADG of progress of various activities
- Provide leadership to the other program managers associated with the different program.
- Other related activities as assigned by CIT-PMU time to time.
Essential Qualifications :
- Should hold a degree in Computer Engineering/Computer Science and Engineering /Information Technology/Electronics and Communication engineering/Electronics and Instrumentation engineering/Electrical engineering from a premier institution appearing in the latest NIRF ranking in the top 100 rank/ equivalent National / International institute
- Should bring in at least 20+ years of experience in IT industry including experience in managing IT Delivery and Program Management for large programs.
- Should have experience as a Delivery Head / Program Head/ Vice President / CTO of a technology organization /System Integration Organization / Large IT organization / Captive Development Centre with employee strength of more than 500 people.
- Should have managed a team size of more than 50 people.
Desirable Qualifications :
- Possess good experience of managing large scale citizen / customer delivery ICT platforms addressing G2B / G2C / G2G / B2C environment.
- Should have strong understanding of IT Delivery management
- Managing IT vendors
- Understanding of IT contracts including SLAs
- Understanding of documentation like FRS, SRS, PRD etc.
- Understanding of IT Project Management techniques
- IT operations management
- Functional knowledge of IT project management tools
- Working knowledge of various server architectures, server configurations
- Desirable to have certifications in data sciences and information security.
- Desirable to have experience in emerging technology stacks like APIs, Microservices architecture, Data analytics, Machine Learning, AI, Data center, and Information Security
- Should have strong communication, negotiation, and people management skills.
- Provide leadership to the other program managers associated with the different programs.
- Some of the Role qualifications may be relaxed in case of exceptional candidates
