PeopleSoft HCM - Time & Labor - North America Payroll Consultant
Job Title: PeopleSoft HCM Time & Labor and NA Payroll Consultant

Role Overview:
We are looking for an experienced PeopleSoft HCM Consultant with deep expertise in Time & Labor (T&L) and North America (NA) Payroll modules. The ideal candidate will have 8+ years of hands-on PeopleSoft implementation and support experience and be capable of driving end-to-end project delivery, system configuration, and stakeholder collaboration in complex enterprise environments.
Key Responsibilities:
1. PeopleSoft HCM Core:
- Lead and participate in full life-cycle PeopleSoft HCM implementations, upgrades, and rollouts.
- Gather, analyze, and document business requirements; translate them into functional and technical specifications.
- Configure PeopleSoft HCM modules - Core HR, Benefits, Absence Management - to meet business needs.
- Perform system fit-gap analysis and propose solutions aligned with best practices.
- Coordinate with technical teams on customizations, integrations, and data migrations.
2. Time & Labor (T&L):
- Design and configure T&L rules, workgroups, taskgroups, schedules, and time periods.
- Develop and manage Time Administration processes, including rules and SQL objects.
- Configure TCD (Time Collection Devices) integrations and validate data interfaces.
- Set up and maintain T&L security, approval workflows, and self-service configurations.
- Troubleshoot T&L exceptions, payable time discrepancies, and batch processing issues.
- Manage period-end close activities, T&L to Payroll integrations, and reported time validation.
3. North America (NA) Payroll:
- Configure and maintain NA Payroll setup: pay groups, pay calendars, earnings codes, deduction codes, and tax tables.
- Manage payroll processing cycles - on-cycle and off-cycle runs - and ensure accurate paycheck calculations.
- Handle garnishments, direct deposits, balance adjustments, and retroactive pay processing.
- Administer US and Canada tax compliance, including year-end processing (W-2, T4), tax updates, and regulatory patches.
- Troubleshoot and resolve payroll calculation issues, retro triggers, and general ledger (GL) posting errors.
- Support Benefits/Payroll integration, deduction processing, and third-party vendor interfaces.
4. Testing, Support & Governance:
- Develop test scripts (unit, integration, UAT) and lead testing cycles with business stakeholders.
- Provide post-go-live hypercare and ongoing production support.
- Apply PeopleSoft PUM images, tax updates, and critical patches.
- Create and maintain functional design documents, SOPs, and end-user training materials.
- Work closely with HRIT, Payroll, HR, and Finance teams to ensure alignment and continuous improvement.
Required Skills & Qualifications:
- 8+ years of PeopleSoft HCM functional experience with strong expertise in Time & Labor and NA Payroll.
- Minimum 3 full life-cycle PeopleSoft HCM implementations (from blueprint to go-live).
- Strong understanding of HCM data model, core HR concepts, and employee life-cycle.
- Hands-on experience with PeopleSoft 9.2 (PUM-based continuous delivery model).
- Proficiency in PS Query, SQR, Application Engine, Component Interface (CI), and Integration Broker basics.
- Experience with PeopleCode debugging and reading technical specifications.
- Knowledge of US and/or Canada payroll taxation, labor laws, and compliance standards.
- Familiarity with Time Collection Devices (Kronos, ADP, etc.) and TCD interface management.
- Experience with tools such as STAT, ServiceNow, or equivalent ITSM platforms.
- Excellent communication and stakeholder management skills.
Preferred Qualifications:
- Experience with PeopleSoft Fluid UI and mobile self-service configuration.
- Exposure to Global Payroll or Benefits Administration modules.
- Oracle Cloud HCM or Workday integration experience is a plus.
- Familiarity with Cloud migration strategies (Oracle HCM Cloud, Azure/AWS hosting for PeopleSoft).
- Prior experience in large-scale upgrade projects (9.1 to 9.2 or PUM-to-PUM upgrades).
- PeopleSoft or Oracle HCM certification is advantageous.
Education:
- Bachelor's degree in Computer Science, Information Technology, Human Resources, Business Administration, or a related field.
- Master's degree or relevant certifications (Oracle PeopleSoft, SHRM, CPP) are a plus.
