Description :

We are seeking an experienced Oracle Global Trade Management (GTM) Consultant with strong functional and techno-functional expertise in the Free Trade Agreement (FTA) / Trade Agreements module.

The consultant will be responsible for designing, configuring, and supporting Oracle GTM solutions to enable preferential duty programs, Rules of Origin (ROO) qualification, certificate management, and compliance-driven trade optimization.

The role requires close collaboration with Trade Compliance, Supply Chain, Procurement, Manufacturing, and IT teams to ensure accurate qualification, audit readiness, and realized duty savings.

Key Responsibilities :

Oracle GTM - FTA / Trade Agreements :

- Lead end-to-end implementation of Oracle GTM Trade Agreements (FTA) functionality

Configure and manage :

- Trade Agreements (Preferential & Non-Preferential)

- Partner countries/regions and effective dating

- Agreement attributes such as Rollup Allowed, Partial Credit, Proration

- Design and execute FTA qualification strategies aligned with business and regulatory requirements

Rules of Origin (ROO) & Qualification :

Interpret and configure Rules of Origin, including :

- Tariff Shift rules

- Regional Value Content (RVC)

- De minimis and specific process rules

- Configure qualification logic, constraint sets, and GTM transaction configurations

- Perform BOM-based qualification (single-level and multi-level)

- Support qualification for manufactured and bought-out products

Manage requalification due to :

- BOM changes

- Supplier changes

- Regulatory or agreement updates

Trade Item Structure & Master Data :

- Design and maintain Trade Item Structures (BOMs) for origin determination

Work with business teams to ensure :

- Accurate HS classifications

- Country of origin attributes

- Cost/value data for RVC calculations

- Support multi-sourcing and multi-plant qualification scenarios

Supplier Declarations & Certificates :

- Support supplier collaboration for origin declarations and certificates

Configure and manage :

- Supplier origin statements

- Certificates of Origin (COO)

- Validity periods and evidence tracking

- Ensure audit-ready documentation and traceability

Integration & Transaction Support :

Integrate Oracle GTM with :

- ERP (Procurement, Manufacturing, Order Management)

- Logistics / Customs processes (as applicable)

Support application of preferential programs during :

- Shipment creation

- Import/export transactions

- Assist trade compliance teams during audits and customs inquiries

Testing, Deployment & Support :

- Prepare functional design documents (FDDs) and configuration workbooks

- Lead and support :

1. Unit testing

2. SIT / UAT

- Provide production support, root-cause analysis, and enhancements

- Train business users and prepare user guides.

Required Skills & Experience :

Mandatory :

- 5 - 10+ years of experience in Oracle GTM (Cloud or On-Prem)

- Strong hands-on experience with FTA / Trade Agreements module

Deep understanding of :

1. Free Trade Agreements

2. Rules of Origin (ROO)

3. Preferential duty programs

- Experience with BOM-based qualification and cost/value rollups

- Strong functional knowledge of global trade compliance concepts

Preferred / Good to Have :

- Experience with GTM Cloud (Fusion) or OTM/GTM On-Prem

Knowledge of :

1. HS classification

2. Country of origin determination

3. Customs documentation

- Experience working with manufacturing or multi-country supply chains

- Exposure to third-party trade content providers

- Techno-functional experience (interfaces, data loads, diagnostics).

Soft Skills :

- Strong analytical and problem-solving skills

- Ability to translate complex trade regulations into system logic

- Excellent communication skills with business and technical teams

- Experience working in global, cross-functional teams.

Education :

- Bachelors degree in Engineering, Supply Chain, Logistics, International Trade, or related field

- Oracle SCM / GTM certifications are a plus.
